A NOC is designed to help monitor a company's network and to make sure
everything is stored, backed up, and working properly. The only way for a NOC
to be effective is to have a team of engineers, technicians and supervisors on
duty responsible for ensuring that it works and works in optimal conditions.

Troubleshooting: Competent and knowledgeable about networks and how
to properly solve various problems
In general, a NOC must function properly to be effective. Shift
supervisors, technicians, and NOC engineers must have a thorough understanding
of technical issues and procedures to perform their work effectively for the
companies that use them. They must be available to monitor networks 24 hours a
day, to ensure they continue to function optimally for their customers.
